Add the dry oat mix to the hot butter mix. Stir until it clumps but don't stir too much. Then layer it over the apples in the baking tray.
Covered or uncovered. How you bake it depends on how crispy and browned you like the top. If you want it soft like I do, cook at lower heat for longer and/or covered for most of the time.
You can estimate the apples part pretty roughly and still get good results. Less so with the base. You might think "hey, that's way too much butter" or "I'll substitute that butter for apple sauce" but neither give you a nice textured clumpy top
You can use instant oats but you won't get that sweet oat flake chewy texture. You'll get something more like flour soup dumplings but with oats.
You can add up to a cup of other things to the oats+flour to make it more complex. Nuts, shredded coconut, dried fruit, anything you'd put in granola would probably work.
